My client, a public sector organisation, is looking for an experienced and enthusiastic Procurement Specialist to join them on a permanent basis. The Procurement Team is located within the Technical Services Department.

Role Profile

You will be a key member of a team which is responsible for procuring mainly large scale contracts for the organisation in both non-building and building related categories and ensuring they obtain the best value from their contracts as well as compliance with all relevant legislation including EU procurement regulations. You will also undertake project management of the end-to-end procurement process to ensure that key dates and activities are complied with.

It is vital that you have excellent written and oral communication skills as your role will require you to liaise with other teams to produce complex tender and contract documents, incorporating key performance indicators to ensure that the contracts are delivered to our high expectations.

You will be required to manage the end-to-end procurement process and will need a good level of experience in Public Sector procurement particularly in compliance with relevant EU regulations. This particular role is focused on construction related procurement such as planned programmes of building component renewal, ideally you will also have experience/ knowledge in this area.

To be considered for this position you will have:

- Experience in EU public sector procurement
- Experience of high value complex procurement's
- Excellent communication skills, able to prepare detailed tender/contract documentation and reports to agreed standards
- Able to demonstrate commercial and financial acumen, must be able to articulate the benefits of defined procurement process
- Project management skills
- Ability to analyse complex financial data

It is desirable that you have experience/knowledge of:

- Construction related procurement
- Building contract management
- Leaseholder consultation process
- CIPS Membership

I am looking for experienced painter & decorators to work in either Edinburgh City Centre or Glasgow City Centre as soon as possible.

You will be working on large commercial projects with a number of other painters so must be able to work in a team. You will primarily be using emulsion & gloss but there may be some paper hanging on certain areas of the project too.

You must have your own tools & a CSCS Card as they are live construction sites.

The majority of work is on office, school & university refurbishments so a few long term projects for you to move to and from.

To effectively manage site development and the attainment of targets by: conducting commercial cost appraisals and viability/feasibility analysis; managing sub-contractors, materials and goods; preparing and monitoring site costs and budgets; and ensuring site set-up health and safety.


Carry out accurate build cost assessments of acquired land; maintain budget control throughout development; and manage cost overruns within tolerance levels.
Accurate costing and preparation of budgets for each aspect of site development.
Analyse and report on costs and cash flow vs budget using the technical support systems.
Contribute to the conceptual designs/options for the determination of site values?
Undertake accurate viability/feasibility studies to support decision-making in site acquisition and development.
Prepare tenders and procure sub-contractors, goods and materials, using Group Tender procedures where appropriate.
Evaluate and agree variations and instructions.
Liaise with site personnel and subcontractors in order to maximise productivity.
Use a payments system for the payment of sub-contractors and the supply of goods and materials in line with Group policy and procedures.
Promote and act in accordance with Group values, systems, policies and procedures.
