We have been retained by our client, Northern Care Alliance NHS Group, to recruit to the role of Group Associate Director - Capital Development. The new Northern Care Alliance NHS Group unites five local hospitals to deliver high quality care across Greater Manchester.

The Alliance provides the benefits of scale but delivers this locally through multiple hospital sites which make up four new Care Organisations - Bury/Rochdale, North Manchester, Oldham and Salford. Using the mantra of 'Saving lives, Improving lives', the aim is for the Care Organisations to work closely with the communities they serve to deliver safe, high quality and reliable care, which are trusted, connected and pioneering.

The Care Organisations are designed to operate within our group arrangement of hospitals, community and healthcare services which bring together over 17,000 staff and the services of The Pennine Acute Hospitals NHS Trust and Salford Royal NHS Foundation Trust. The size and geographical reach means they are creating an environment each individual will be inspired and empowered by to be the best they can be. The Group Associate Director - Capital Development will provide strategic leadership of the Northern Care Alliance NHS Group's estate development and delivery programme. To support the Group Director of Capital, Estates & Facilities in the development and management of the Estates Strategy and Development Control Plans that are aligned to the Northern Care Alliance's overall strategy, commercial aspirations and clinical and corporate strategies.

Key duties will include:

* Support the development of the NCA's estate to ensure excellence of facilities is achieved within financial constraints
* Mobilise major capital projects from feasibility through to timely completion and within budget
* Ensure all capital projects are completed to high standards, using best sustainable practices whilst achieving value for money
* Provide a professional, comprehensive, Capital and Estate Development service to fulfil the needs of the Capital Programme
* Review and develop a Group Capital Development and Delivery team to meet the future needs of the organisation
* Line manage the Trust's Capital Projects Team/s and create one single NCA Capital Team
* Support the review of clinical service configuration, analysing the impact on capacity of any changes proposed and advising on the capital and relationship consequences of implementation
* Lead as necessary on jointly commissioned investments including joint ventures, PFI, or other solutions where the investment offers the opportunity.
* to work with the wider Estates team to ensure projects are delivered compliant with legislation using specialist advice and design consultants
* Manage the NCA's responsibilities with regard to leases and licences for off-site accommodation.
* Lead on planning and building control application processes for major work
* Be responsible for any Managed Term Contract arrangements, the Approved List of Contractors and Consultants in accordance with Standing Financial Instructions and Standing Orders.
* Be responsible for Capital programmes relating to backlog maintenance and for the development of a strategy in conjunction with the Group Associate Director of Estates
* Liaise with other organisations, such as NHS Estates, NHS Trusts, PFI service providers, City Planning Authority, Building Control and Fire Authority including attendance at appropriate meetings.

Skills & Experience Required:

* Professional / academic qualification at Masters level or equivalent experience in technical, capital or Estates & Facilities discipline
* Professional background including specialist knowledge in Architecture / Construction / Engineering / Facilities Management for a significant time:
* Experience of managing large scale projects within "live" environments
* Planning legislation and Building control
* Ability to write specifications and undertake tender exercises
* Strong team building skills with the ability to identify and develop talent
* Ability to work well as an effective, high profile and flexible member of a multidisciplinary team and to share and encourage good practice and support continuous improvement
* Effective negotiating skills and the ability to successfully manage difficult and controversial situations
* Ability to manage multiple projects simultaneously.
* Good organisational skills and programme planning skills
* Technically competent re: land/building legislation
