My Client, A West London Local Authority is seeking a Senior Surveyor for a 6 month contract.

The purpose of the role is to to carry out major reactive repairs survey work and pre planned maintenance programme survey work on the Housing Management (HM) estates and support the estate based improvement programme within a total stock size of approx. 10,000 properties across the Borough

Essential Qualifications required for this position.

BSc degree in Building Surveying
At least 2 years' PQE
Experience of contract administration and tendering processes
Demonstrable experience of providing high quality building surveys, in a wide variety of building surveying disciplines, including complex structural issues
Good understanding of current legislation
Consistent diagnostics

The role is as follows:

To carry out structural surveys, produce detailed specification of necessary works, procure works and manage on site to completion.

To carry out surveys on major drainage issues

To carry out surveys on serious leaks, identify remedies and manage to completion.

To support delivery of initiatives identified under the Estate-based improvement programme through attendance at customer consultation events and provide expert technical advice

To specify works identified under the estate-based initiative and oversee delivery of the works

To manage, investigate, and resolve cases of disrepair acting as professional witness at court on behalf of the HM. To minimise the use of external advisers and compensation payments.

To manage, investigate and resolve major complaints within defined time frames.

To manage, investigate and resolve compensation and insurance claims

To carry out post-inspections on higher value (c. £2,500) work that Repairs Direct complete

Specify major capital void works including options appraisals to identify possible development opportunities. Procure and manage individual works to the value of £60,000Identify, specify and program block communal works to meet H&S requirements.

To carry out property surveys relating to complex repairs, consistently and correctly diagnose the cause, draw up specifications, carrying out on site supervision of contractors and dealing with post works queries

To prepare revenue budgets for cyclical, repair and improvement works and to exercise financial control by way of monitoring expenditure against budgets

To develop an annual programme of planned/improvement works with Repairs Direct in line with available budgets and property/estate investment needs, liaising with resident groups as necessary

To manage works within conservation areas and to listed buildings requiring planning permission and building control consent. Submit all requests and manage stakeholders throughout works.

To carry out property inspections with regards to Leaseholder alterations.

To prepare contract documents, obtain competitive tenders, quotations, estimates in accordance with the HM's financial and standing orders.

To prepare technical specifications, schedules and contracts as directed suitable for estimating/tendering purposes. To take into account OJEU and Section 20's.

To ensure comprehensive contract monitoring and control, preparation and agreement of valuations and final accounts, defect inspections and retention release.

To ensure compliance with specification requirements, including health & safety legislation, construction design management, control of asbestos regulations.

To ensure all works are procured in accordance with the HM contract regulations and within budgetary limits.

To undertake any site visits and progress inspections as necessary to ensure satisfactory completion of works to standard and timescale.

To provide all information required to ensure leaseholder service charges and major works are billed on time.

To work with the contract management team to resolve communal M&E issues affecting residents.

To commission and manage responsive communal repairs to HM M&E contractors.

To commission and manage consultants, where necessary

To ensure all asset registers and other statutory documentation are obtained, recorded and maintained.
