Job description

Royal Greenwich are currently recruiting a Head of Landlord Risk and Compliance, this is a permanent role and is part of an exciting programme of recruitment surrounding their Senior Structure.

The successful candidate will lead on developing the future strategy and operational management arrangements, ensuring the client has a clear, robust and costed plan to meet the challenges ahead. Royal Greenwich are currently upgrading and fully implementing Keystone, to manage and maintain their compliance and asset management data

The Repairs and Investment service within the Housing and Safer Communities Directorate, delivers responsive repairs, capital and major works, and all safety and compliance services to their 25,000 Council tenants and leaseholders. The client carries out approx. 80,000 repairs a year, and will this year deliver capital programmes of c£30m through a range of contractors. The repairs service is mainly delivered by an in-house team, with some more specialist services being delivered by external contractors.

The successful candidate will work with the Senior Management and Leadership Team to map and deliver the necessary improvements. With a strong focus on delivering measurable improvements, they will lead on developing strategy and operational change for the service, whilst managing the job planning, customer care and complaints, lettings, and major works resident engagement teams, as part of the frontline customer response.

The successful candidate will manage up to 4 staff, with wider staffing of approximately 40 within the section.

In the past year, the service has embarked upon significant change and invested in upgrading systems. It is about to embark on an upgrade project for its Northgate Housing Management System, which will provide opportunity for developing new ways for residents to contact and engage with the client.

Essential Qualifications:

Educated to degree level or equivalent relevant experience

Health and Safety Qualification - Member of IOSH / NEBOSH Diploma Level 6 or equivalent

Full or Associate member status of RICS, CIOB or CIBSE

Evidence of significant relevant CPD

Current registration as Registered Safety Practitioner (RSP) with Institution of Occupational Safety and Health

BOHS P405 - Managing Asbestos

The role will involve the following:

To take direct and indirect operational responsibility for ensuring Health and Safety and compliance in relation to the Council's residential housing stock, ensuring as a minimum that all statutory and regulatory requirements are being met and compliance maintained in relation to the portfolios assigned to the post holder.

Provide strategic direction and risk management accountability for landlord compliance on the portfolios assigned to the post holder, and ensure all policies and procedures are maintained and meet as a minimum, all legislative and regulatory requirements, with the aim of maintaining best practice.

The compliance portfolio will comprise the following areas:

Gas Safety - domestic gas safety, commercial gas, boiler houses and communal heating systems

Water Hygiene, water booster pumps, pressure vessels


Fire Safety - fire prevention and Fire Risk Assessments, lightning protection

Electrical - equipment testing, electrical wiring testing both domestic and communal

Heating, Ventilation and Air Conditioning (HVAC) Systems

Automatic Barriers & Gates

Passenger Lifts and stair lifts

Lifting Equipment

Playgrounds and play equipment

Roof and height safety and access systems

Health & Safety Inc. CDM regulations and contractor competence

Control of Substances Hazardous to Health - COSHH

To lead on maintaining and developing the service ISO accreditation, ensuring effective quality control and management and governance.

To deputise for the Senior Assistant Director, Repairs and Investment on all matters relating to landlord risk and compliance. Lead and manage teams comprising engineers, surveyors, fire risk assessors, and other such staff that may be involved in the management and delivery of landlord and health and safety compliance, to include both direct delivery and contracted services, ensuring delivery within time and budgets.

Act as principal adviser for the compliance portfolios allocated to the post holder and for all health and safety regulatory matters within construction, maintenance and asset management.

Create processes, procedures and checklists to build and maintain risk data, to promote a culture of risk awareness, and good practice in risk management.

Develop and implement a risk management approach to Compliance and the elimination and reduction of hazards through the delivery of training, maintenance, inspection and testing work. Identify the properties, assets and risks for the portfolio. Investigate and reduce the number of unknown risks or properties or assets. Develop and maintain a Risk Register and Management Plan for the landlord service within Housing and Safer Communities, providing regular updates and reports to the Directorate Management Team, providing updates and briefings for Senior Management Teams within the directorate as required.
