Job description

Royal Greenwich are currently recruiting a Head of Strategic Asset Management, this is a permanent role and is part of an exciting programme of recruitment surrounding their Senior Structure.

As one of London's largest social landlords, the client is seeking an exceptional leader to help develop their asset management strategy to meet the challenges ahead and lead the team to ensure successful delivery of their Housing Capital Programme.

The Repairs and Investment service within the Housing and Safer Communities Directorate, delivers responsive repairs, capital and major works, and all safety and compliance services to the 25,000 Council tenants and leaseholders. They carry out approx. 80,000 repairs a year, and will this year deliver capital programmes of c£30m through a range of contractors. The repairs service is mainly delivered by a in-house team, with some more specialist services being delivered by external contractors.

The Client has done a lot of work analysing the outputs of the Stock Condition Survey completed by Savills in 2018, giving a baseline, but their aspirations as a Council are bolder than just maintaining their stock. The Council declared a Climate Emergency in June 2019, setting the challenge of achieving zero carbon as a borough in the next 15 years.

The clients' corporate social value plan sets out the case for maximising the wider benefits from the considerable procurement activity they undertake, in order to improve lives in the communities that they serve. You will work with the Senior Management and Leadership Team, delivering a cohesive and co-ordinated approach to asset management and investment. With a strong focus on delivering measurable improvements, you will lead on developing strategy and operational change for the service, managing the asset management, capital and planned delivery, and technical client services teams. You will manage up to 7 staff, with wider staffing of approximately 30 within the section.

The successful candidate will need to lead on innovation, seeking out creative solutions in products and investment to ensure that the client can deliver the challenges ahead. You will work closely with key stakeholders, including Residents' Groups and Members, ensuring excellent stakeholder engagement, communication and customer focus.

Essential Qualifications and Experience:

Educated to Degree level, professional qualification or equivalent relevant experience

Full or Associate member status of RICS, CIOB or CIBSE

Strong knowledge and understanding of procurement legislation as applicable to public sector works and professional services contracts

Good knowledge of applicable legislation and regulatory requirements required to deliver the service in a social housing environment

Evidence of significant relevant CPD

Knowledge of procurement and forms of contract applicable to major works and term works

Experience of using Keystone Asset Management

Minimum of 5 years in a senior leadership role, managing professional and technical teams to deliver strategic asset management and capital works programmes to a significant residential asset portfolio

Experience of delivering major works for or on behalf of the public sector through procurement and contract provision

Experience of strategic planning and operational management of capital works programmes in a pressurised environment

Strong budget and financial management experience

Experience of developing and delivering Business plans, scoping and delivering significant change and transformation programmes, including restructuring services and teams of significant scale

Experience of working with residents and a range of stakeholders including councillors in a politicised environment

The role will involve the following:

To take responsibility for the Council's Asset Management Strategy for its Housing Revenue Account assets (c 25,000 homes), developing lifecycle investment plans and programmes to ensure Council homes and estates continue to be maintained and improved.

To take strategic and operational responsibility for the delivery of the Housing Capital Programme and Planned Maintenance, managing significant capital resources, ensuring effective forward planning and programming, procurement, consultation and delivery.

To take lead responsibility for procurement and management of capital and planned contracts within the R&I service and strategy, to ensure excellent customer service, value for money, and maximising the social value contribution from contractors.

To take responsibility as lead client for HRA assets, ensuring homes and estates are maintained to a high standard, developing and maintaining asset management and inspection systems to ensure service quality from both in-house and external maintenance teams, and effective management and maintenance of stock and asset data.

To take strategic and operational responsibility for asset management including managing empty homes, undertaking options appraisals, issuing works including major works, bringing new and acquired homes into use, ensuring urgent remedial works such as damp and disrepair claims are managed and resolved timely and efficiently.
