Job description

My Client, a West London Local Authority is seeking a Project Manager (Electrical) for a 9 month contract.

To manage and oversee an Electrical project. Establishing supply and metering types for heating and hot water for two blocks currently under refurbishment.

Compiling a comprehensive report looking at existing heating with a view to make a recommendation on similar or alternate types of heating.

Providing weekly updates on progress, collaborating with other stakeholders as necessary.


    1. Analyse and make recommendations on consultant/contractor design options, feasibility reports and proposals to ensure they meet the project objectives & the Council's requirements and demonstrate value for money.
    2. Work effectively with a range of stakeholders to establish as to whether Heating & Hot Water Services are either on the landlord or residents supply
    3. Work collaboratively with colleagues across the organisation and the Council to ensure effective service provision and achievement of corporate objectives, including contributing to business and service planning, risk management and business continuity.
    4. Ensure that organisational expectations in relation to complaints handling, resident engagement and equality and diversity are met.
    5. Undertake other duties relevant to the nature, scope and level of the role as necessary including attending evening and weekend meetings
  • To undertake service contract management, surveying duties, and contribute to the delivery of an effective professional technical service within the Assets and Regeneration department. Lead the provision and advice on the physical condition of service installations across M&E services.
  • To be up-to-date on all technical and regulatory changes and ensure that this is mirrored through the working practices of the Council in terms of delivery and specifications

  1. Provide advice on the physical condition of service installations including the preparation of feasibility studies, cost analysis and suitability of alternative schemes.
  2. Ensure that all information systems are appropriately maintained so that colleagues have access to relevant and up to date information.

Essential Qualifications and Experience:

  • Relevant professional qualification (e.g. RICS) or qualified by experience
  • Qualification in Project Management (e.g. APM or equivalent)
  • Experience working in a Social Housing environment.
  • Proven track record in service & maintenance contract management and administration.
  • Knowledge and experience understanding specifications.
  • Knowledge of all legislation, including BS7671, COPS, PUWER, including service assessments and schedules.
  • Experience in producing condition surveys and reports
  • Relevant Qualifications/experience in the field of facilities contract management or similar (e.g. 17th Edition).
  • An understanding of the Common hold & Leasehold Act (Section 20) in associated with M&E services and contracts

Skills and Personal Qualities

Liaising with internal and external partners, suppliers, consultants and other service providers in a clear manner

Proven experience administering service agreements, contracts, schedules/specifications, invoices.

Ability to prioritise and meet deadlines

Good knowledge of Microsoft Office

Experience using a database to record and extract data; Keystone, Civica and W2 or similar

Good analytical skills with the ability to work with figures and statistics, consider options appraisals and make informed decisions

Ability to prepare design briefs, specifications, tender documents and contracts

Ability to demonstrate effective presentation skills in internal and external meetings

Strong communication skills with the ability to communicate effectively with a range of people

Innovation and problem-solving skills

Effective planning and organisational skills

Ability to negotiate and influence

Ability to lead and motivate others not under direct management control

Strong IT skills

Ability to manage multi-disciplinary teams

Risk management and mitigation
