About the Role
Southwark Council is looking to appoint an experienced Parking Appeals and Representations Officer to join the Parking and Network Management team. This is a key role supporting the council's Climate Change, Air Quality, and Streets for People strategies by delivering a fair and consistent parking enforcement process.
The successful candidate will manage a range of parking-related correspondence, including both formal and informal appeals made against Penalty Charge Notices issued within London. You must be able to analyse and evaluate evidence in line with the Traffic Management Act 2004 and the Road Traffic Act 1991.
Main Responsibilities
Investigate and respond to formal and informal representations and appeals against PCNs
Prepare and present cases to the Environment and Traffic Adjudicators at London Tribunals
Handle all parking-related correspondence and enquiries within statutory deadlines and service KPIs
Attend adjudication hearings and provide evidence as required
Process applications for parking permits and parking control suspensions within set timeframes
Respond to telephone and email enquiries regarding permits, suspensions, and payment systems
Identify and report trends and recurring issues to management
Prioritise your own workload to meet daily and weekly targets
Maintain high standards of written communication and compliance with legislative guidelines
Approve PCN cancellations and initiate refunds when applicable
Support new staff through mentoring and guidance on legislation and internal procedures
Deputise for the Appeals and Representations Manager when required
Candidate Requirements
Minimum six months experience dealing with formal representations and informal appeals against PCNs issued in London
Full understanding of the Traffic Management Act 2004 and the Road Traffic Act 1991
Strong written communication and analytical skills
Experience of working in a customer-focused environment
Ability to manage a high volume of work accurately and efficiently
