Job Title: Principal Planning Policy Officer
Location: Guildhall 1, High Street, Kingston upon Thames, KT1 1EU
Contract Duration: 2 June 2025 to 31 May 2026
Working Hours: 36 hours per week, Monday to Friday, 09:00 to 17:00
Pay Rate: Up to 50 pounds per hour (umbrella), depending on experience
IR35 Status: Inside IR35

About the Role:
The Royal Borough of Kingston is seeking an experienced and driven Principal Planning Policy Officer to join their Planning team. This is a key role responsible for leading a range of strategic planning policy initiatives that will help shape the borough's future development.

Key Responsibilities:

  • Lead and contribute to the preparation, review, and implementation of the borough's Local Plan and associated planning policy documents

  • Provide professional advice on complex planning policy matters

  • Undertake evidence-based research, data analysis, and reporting

  • Manage public consultations and engage with key stakeholders

  • Represent the council at hearings, meetings, and external forums

  • Support and guide junior planning staff

Requirements:

  • Significant experience in planning policy, ideally in a local authority environment

  • Strong understanding of UK planning legislation, national guidance, and local plan-making processes

  • Excellent communication and report-writing skills

  • Ability to manage competing priorities and meet deadlines

  • Must have the right to work in the UK and provide documentation including photo ID, right to work proof, and declarations

Additional Information:

  • This is an agency worker role

  • The umbrella pay rate is up to 50 pounds per hour depending on experience

  • The role falls inside IR35

  • Only the top 15 candidates submitted by the deadline will be shortlisted for review
